MN Cann’s legislative agenda reflects the proactive policy reforms we are directly leading on at the Capitol. While we engage with lawmakers and intervene on a broad range of legislative and regulatory proposals consistent with our core priorities, the items on our agenda represent the specific bills and policy changes we are advancing to strengthen Minnesota’s cannabis and drug policy framework. These proposals reflect MN Cann’s commitment to removing outdated and punitive drug laws, expanding patient and consumer protections, improving market stability, and advancing responsible regulation to ensure that Minnesota remains a national leader in cannabis and drug policy reform.

SMALL BUSINESS PROTECTION & CAPITAL ACCESS
Establish fair lending standards for financing provided to licensed cannabis businesses.
Create a lender registry and disclosure requirements for unregulated cannabis lenders.
Protect cannabis businesses from predatory lending practices and deceptive financial arrangements.
Expand responsible access to capital while supporting Minnesota-owned independent cannabis businesses.
MARKET DEVELOPMENT & REGULATORY MODERNIZATION
Identify and address supply chain and product availability challenges.
Evaluate regulatory improvements that strengthen competition and consumer access.
Develop practical policy solutions that improve market function while maintaining public health and safety.
Support innovation through thoughtful modernization of Minnesota's cannabis regulatory framework.
CIVIL LIBERTIES & CRIMINAL JUSTICE
Modernize cannabis possession limits.
Address outdated motor vehicle laws affecting lawful cannabis consumers.
Continue removing unnecessary criminal penalties that remain following legalization.
Protect the rights of lawful cannabis consumers while promoting public safety.
MEDICAL CANNABIS MODERNIZATION
Protect the tax-free status of medical cannabis.
Expand the definition of medical cannabis to include appropriate non-intoxicating hemp-derived cannabinoid products.
Evaluate expansion of Minnesota's caregiver cultivation program.
Improve the patient consultation model by exploring independent or state-administered consultation services.
Continue strengthening patient protections and removing barriers to access as new implementation issues emerge.
GOVERNMENT ACCOUNTABILITY
Strengthen legislative oversight of cannabis regulation.
Ensure transparency in rulemaking and agency decision-making.
Ensure regulatory actions remain consistent with legislative intent.
Recent Legislative Accomplishments
Supply Chain Simplification — developed substantive policy to transition Minnesota from separate medical and adult-use production pathways to a unified supply chain with separation occurring at the point of sale.
Visit Medical Cannabis Patients — created a visiting patients program that provide medical cannabis patients from other states the same rights and access as Minnesota’s medical cannabis patients.
Healthcare Facility Access — successfully advocated expansion of the nation-leading law requiring health care facilities to allow medical cannabis patients access to their medical cannabis, along with any adult-use cannabis or hemp products they use to treat their condition.
Professional and Occupational Licensing Boards — expanded Minnesota’s nation-leading medical cannabis patient protections to include protections from adverse actions by professional or occupational licensing boards.
Patient Discrimination Remedies — reinforced Minnesota’s medical cannabis patient protections to create meaningful remedies for acts of discrimination.
